Seperate ladders

an invite high ladder with 20-30 teams in it
an open ladder for everyone else

and possible an entry ladder (similar to CSS on ED), something like you need to play 10 games on the entry ladder before you can join the league or the open ladder, which will hopefully remove the new teams from the league that fold after losing their first 2/3 matches before they enter, promoting a more stable league for everyone
