Packets in and out?

so my ping problem was like getting 70-100 ping at steam server browser and 180+ ingame, i reinstalled/rebootrouter/rebootpc/googled but no luck. i thought packets amount can affect that so i noticed the number of packets at net_graph sometimes reaches 1000+ .. is that ok for packets amount?

not really since this problem didnt exist before .. also egypt isp servers are in the Mediterranean so i get like 70 ping in all uk/fr/ger servers
