FPS problems with new PC

Basically, I got a somewhat new pc few weeks ago, installed the game with chris maxframes + garm3n hud and I have my fps dropping to 20 every once in a min or something for 10 seconds.
I have win7 etc, help me :[
Have you tried turning it off and on?
Have you tried it without the FPS config?
