Yes. If some players are not able to use P-Rec then they will have to record demos manually on their own through the developer console in TF2.

My team members are excited about this, but I don’t want to stress them out too much.Would it be accepted if a few players from each team recorded a Demo, or does everyone on both teams need to?

Unrelated to that, does this apply to screenshots as well, or does only one person need to do that?

Unfortunately every player has to record their demo. This might seem harsh, but better get used to it right away. Just install prec once and never care about it again.

You need a screenshot at the end of a map in order to show the result. And you need one status screenshot (ideally at the beginning of the match) to show all 18 players that are on the server.

It is enough when one person per team takes those screens, no need for multiple ones. It should be someone with leader rights on etf2l.org, so he/she can report the scores properly.

The screenshots are required in order to verify the match result (hence 1 screenshot is enough; it should be worth mentioning that you should take another status screenshot if you switch out players during the match or between maps), demos are needed in case of match disputes and cheating accusations (any player can be accused of cheating and to verify or falsify these claims, each player has to record and save his POV demo).
