Ok, i tried re-installing the game, but it dident work, i tried the command, but nothing happened. When i went into video settings, it said Hardware DirectX level, v8.0. But my computer has directx v11.0, How do i change it?

Go to launch options and put -dxlevel 90 there, launch the game, close it and remove the command from launch options. It will bring back your dxlevel to 9 that should enable killstreak effects.
