Did you put the cfg in the right folder under the name autoexec? If you have, under an different name, just type exec configname.cfg
Steam cloud is something that “remember” what configs or others, you used, so maybe it kept an old cfg.
Also, try adding at the end of your config :
// Disable ragdolls
cl_ragdoll_fade_time 0
cl_ragdoll_forcefade 1
cl_ragdoll_physics_enable 0
g_ragdoll_fadespeed 0
g_ragdoll_lvfadespeed 0
ragdoll_sleepaftertime 0

There is a launch option -autoconfig which I think does this.

You need to delete your existing configs if you want to be sure everything is reset.

There might be some chance that your old configs are stored on Steam Cloud too, so you might want to disable that bollocks too :E
