Point of Sirlin’s ban section is that if it is useable by both sides, and doesn’t make the other options (characters in sf’s case) unusable because of it.
In terms of both teams having access to it, the sandman is fine, but it’s the fact that it ruins the gameplay for other (non-scout) players which is why it is banned.

I think we should consider banning scattergun….
i mean wtf 6 shots and 100 dam each close up.. thats insane…maybe just ban scout they are fucking crazy… Yeah lets use pyros in matches instead thats like pure skillz…………………………………….
ban the FAN :3 when we play on a server where we are lagging its very annoying when the scout hit me with fan and it’s screw up my aim and i shot the wall thx to the FAN. Oh and teleporting me always … so annoying … so fan should be banned :)
