I am an Engineer main and I have been playing TF2 for a while now, but I am just hearing of the competitive scene. If you are looking for a mostly active Engineer, you got one!

I find it very very difficult someone from America with only 400 hours and no experience can compete at a high/mid skill level in Europe. I would recommend looking for an Iron/Steel/whatever the lowest division is team in North American UGC, which will be more suited to your needs.
