Thanks to TF2 being brilliant, this is, AFAIK, impossible

Wouldn’t having the game check for how much damage you did and determining if it was an direct or not by that work?

Or compare the projectile’s position with the player’s.
Or forcing players to use the direct hit and changing it’s speed to a normal rocket.
