In regards to spawn times:
Default is set to be higher for red and smaller for Blue the closer to the cap the cart is on payload as anything else offsets the balance of the map. The whole point of payload is that Blue always wins, it’s just how fast you win that’s supposed to matter.
Payload is bad.
Except Badwater, badwater is best.
I wouldn’t want to disrupt the balance by changing spawn times.

Probably to ensure a level of quality in the play.
