Up to now only the stun weapon is banned, because of good reason,
starting now with FaN could lead to ban all unlockables,
I don’t like this conclusion.

If a scout has mad aim the FAN is really dangerous. But, it does not have the stun effect, which is totally unfamiliar with tf2. So I don’t see any reason to ban it except that it’s overpowered/annoying.
