^ I guess you can use the current auto-completion feature and after finishing the command add ‘rcon’ as prefix.

tf_use_fixed_weaponspreads 1 will turn on fixed, consistent spread for weapons like Shotgun, Scattergun and Shortstop. Rather than random spread.
There is also tf_damage_disablespread 1 which disables the +/- 10% damage spread from all weapons, although i believe this is off by default now where as the first one is 0 by default
