Black boxes instead of blood particles

Hi guys,
since yesterday, whenever someone is taking damage, all I can see are black squares of varying sizes. It looks something like this http://img41.imageshack.us/f/particlesr.jpg/. During pushes my screen was almost completely black with these – definitely not playable.
I’m using a german/censored version of TF2. In the screenshot, you can see that the random objects that replace exploded body parts are still there, but where there usually was no blood is now the black.
On the same day I played with a friend’s old account from my pc. His game was german as well. This may or may not be a coincidence, however I had copied my tf folder before launch. I do not remember if the bug hat appeared right from the launch of that account or later, but it now exists on both accounts.
I know that a bug like this appeares when you use the blood patch (at least according to some threads back from 2008), but I had never even heard of such a thing before and the other guy hasn’t used it either.
So far I have:
– Turned it off and on again
– Switched the language to German and then back to English again (Great tip from my team that caused Steam to download German versions of all my games!)
– Launched TF2 with directx8 and then with directx9 again
– Reinstalled directx9
– Deleted TF folder
– Reinstalled TF2
– Updated graphics drivers (my graphics card is nvidia gts250)
What now?
This is caused by the German version of TF2 not having the correct dx8 particles to display blood. Run my reset-nocfg.bat @ http://www.fakkelbrigade.eu/chris/misc/reset-nocfg.bat .

Next time I’ll ask for help before doing everything I can think of myself… Would have saved a lot of time :)

there is no way (other than modifying particles) to turn off blood in the German version. the cvar for supposedly “turning off” blood only turns off the decal.
