well I had a problem of getting 40 – 130 fps – just random drops etc, was getting very annoying, couldnt rocketjump etc… so I just set fps to max 60, and my game is smoooooth now :)

Everytime i put that in config folder once i reopen the game its back to 300 :s

your putting it in your autoexec yeah? and if you get 300, why put it to 60, go for something higher :P
I dont have a autoexec, i dont get 300, i get about 250 but just played a pickup with 60 and runs like a godess even with full gfx! Can i set it in launch options?

ever since I started playing on 60Hz LCDs its never smooth enough for me. 120Hz is the way to go but far too expensive for me atm.
