I heard it when a new round started when playing dustbowl as demoman. I had a friend on the opponent team and one in my own team. Don’t know if that had something to do with the sound.

Somebody went poking around in the binaries, and have concluded that there’s 10% chance of it being heard if you’re playing demoman or soldier, no other requirements.
was playing soldier when I heard it in the case I posted before
