Wrong, it didn’t allow the server to install anything on the client.

It was used and abused by malicious people long time before anakin started using it.
Specifically combined with IP packet spoofing (before TF2 did proper checks to make sure traffic came from the game server) and an oversight (that gets you ip addresses from other players) this person could execute whatever they wanted to other clients. These exploits have been (mostly) fixed.
