I’m asian. I played against the Singaporean, Hong Kong, Malaysian, Chinese and Japanese communities.
I’d have to say the Japanese are the best at snipers. Koreans as well. Malaysians and Singaporeans are bloody pitiful players, unfortunately. Singaporeans and Malaysian players all think they are super cool. No idea where they got that notion from. Surprisingly, some of them know about ETF2L. A lot more than I expected.
Where I’m from, the Philippines, online gaming is sadly only MMORPGs because our internet quality is really poor. They play games which doesn’t require high bandwidth like Ragnarok Online and Runescape.

lived/played in japan for the last year, so i can tell u only something about the japanese..
skill level on public servers is way higher than on european servers (not that hard). competetive tf2 clans are not that many and therefore unable to improve that much.
there are some very skilled individual players (especially scout/sniper and a few renegade sollys) but as a team they are lacking experience.
top japanese clans could do ok-good in div2 etft2 and would improve rapidly when playing against experienced high skilled clans (meaning against div1+2 and GAMe ofc xD )
