While the Force-a-Nature and Bonk! Energy drink are still under watch, a final decision has been made on the sandman. The sandman will be banned from CEVO matches until significant changes on are made to the weapon. Once valve has made changes we will re-evaluate the weapon and make a decision at that time. The Force-a-Nature and Bonk! Energy drink are still of legal use in matches until further noted. Any use of the sandman in a match will be addressed by CEVO officials. The rule is in effect as of March 2, 2009.”

But on the other hand, snipers are allowed and you can do even less about a sniper headshotting you from miles away. You die immediately and there is no defence against it.
If you get hit by the sandman, at least you don’t die and your teammates can still protect you.
Then, of course, it is much easier to hit the target with the Sandman than the sniper rifle.

ETF2L don’t need to follow suit, they have already stated the scout updates can’t be used if both teams agree, that in essence is fine :) I have lost where I read that now, possibly on the forum thread.

So infact it was actually CEVO following suit but with locking it down further.

Season 4: All Scout unlocks are allowed for Week 8 and further matches. If both teams agree, the unlocks can also be used in previous league weeks.

CAN is totally different from CANT

ETF2L will allow the sandman for week 8 onwards, whereas CEVO have banned it taking effect as of today
