Stuttering and Sped up TF2

Looking for help to solve this problem.
My TF2 is stuttering like shit, and everything is like twice as fast as it was before(for me, other players see me at normal speed) like taunting: animation finished but i stand there for another 2 seconds until it is normally done. even as a heavy it looks like i am as fast as a scout.
Any help needed :)

oh and i am shooting with rapid speed. so really everything is faster than it should be.
Also, bump
if you are going over 1000fps you should cap it with fps_max
after restarting my computer for like 10 times it works again. what the fuck thanks anyway :)
