ping spikes?

hi, recently havin these ping spikes. all internet consuming programs are turned off , except mumble. my rates are correct , tried to change them , and nothing workin. any ideas?

Yeah, but my friends in local area with the same ISP don’t have the same problems, so I don’t know whats going on…
No issues here
Just had it in a mix. Strange my connection has been fine all week.

i dont have and never had any ping spikes, even though i am using win7
does it actually lower your ping if you disable it or does it only fix the spiking ?
