I only know the most brutal way to pump it, so it’s time to see if it’s just a pile of bollocks (what Chris will not hesitate to point out).
#1. Drivers.
a) (Optional) Omegadrivers

Adjust image settings with preview / Use my preference emphasizing -> Performance (That’s the easiest way; you can also check this site: http://www.tweakguides.com/NVFORCE_6.html)
#2. RivaTuner.

I’m not sure if I hadn’t forgot about something so I’ll just ninjaedit this post if needed. If you will want to bring everything back to default, just delete config, launch options, in RivaTuner open Direct3D Tweaks and press Defaults button and run TF2 with -autoconfig.

I like the game to look its best, so guess i could get higher FPS: but 85 is very playable doubt it would help much if i changed my settings so i am happy with that.

What’s this actually for, btw?
Well my original purpose was to see what frame rates most people were running at. Lots of people have complained about TF2 having lower frame rates after each patch, as well as complaining when fps tweaking commands get marked as cheat only, so I wanted to get a clearer picture what the situation was.
It has also had the added benefit of hopefully helping out people such as yourself with low frame rates :)
