If the archive that is linked now (not the one from the first minutes after his post) works for you, it is signed. Make sure the archive you downloaded only contains an “addons” folder with the following files:
– prec.dll
– prec.vdf
– prec.cfg

P-rec source is 3.5 years old “spaghetti” code, and it won’t help you.
