TF2 configs need a new maintainer

OK so,
the cl_show_splashes 0 will only reduce explosions but not delete them (So it make you screen a bit cleaner during fight
r_maxlights doesn’t do anything even if technically it would increase your fps (I think it reduce the loading time)
But the renderoverlayfragment is really making a difference (so I’ll recommand r_renderoverlayfragment 0)

What I meant is that those things were already in the latest highfps chris cfg and they were set to the same values.

I am only updating maxframes atm btw I don’t see dlights in the last highframes.
I will take a look at highframes and see if I can do anything to make it better

I think r_maxdlights handles how many dynamic lights the client would render. So it only affects performance on maps where there are dynamic lights, but very few maps use dynamic lighting.
