“Вас лечит” is the russian counterpart of the “healer” label. The healer and healing targetids are controlled by by the CSecondaryTargetID entity in hudlayout.res.
You can change the label by editing the TF_playerid_healer and TF_playerid_healtarget fields in resource/tf_russian.txt (alt. tf_english.txt for English).
