21:00 is the cest time so it will be 8pm for us. Most of us are in the GMT timezone and most of our team doesnt get home from work until about 6-7pm (GMT) and arent ready to play until an hour after that, as for a time will let jylt work that out since im useless at it XD

In short if my timezones are right that would mean 21:00 would be the start time for use.
