I would say, it can help if you only have the worst crap out there, but I would say too, good hardware doesn’t have to make you good. You have to practice, practice and practice though and probably with a new mouse or mousepad you need a few days to get back to your “current level”, see the Muscle Memory and the different grip of mousepads etc.
