Have you tried the following (probably wise to do #1 first, less time consuming):

1.) deleted clientregistry.blob
2.) verified integrity of game cache

Try loading TF2 with the PldX recording tool. It totally bypasses steam and just loads hl2.exe standalone (hence why you can’t join VAC secured servers) which would at least rule out steam being at fault.
