When I first switched to window/noborder mode, the brightness also seemed wrong to me.
I didn’t try changing it in game, I just removed the -window launch option, started tf2, closed it and then re-added the -window option, and the brightness was the same as my desktop.

Like chris said, could’ve been placebo but that’s what seemed to work for me :)

i undersrtand in what was the problem)the only way to change brightness in windowed mode- to change the brightness on your desktop =/
