near constant FPS drops in TF2 (& Other games)

For quite a while I’ve had very frequent FPS jumps in almost all games, much more so in Source games like cs:go and now much to my dismay TF2.
Basically, it’ll run hella smoothly as it -should- usually, but then every 2-3 minutes it’ll drop to 10-30 fps for 20-30 seconds. I checked my drivers (a-okay as far as I’m aware), cleaned my fans (very gently and from far away with a small hoover), tried multiple other solutions but to no avail.
system specs:
intel i7-3610Qm, CPU @ 2.3 GHz (8 CPUs),
8192 RAM
windows 7 home premium (64 bit)
GPU: intel(r) HD graphics 4000 and an NVIDIA GeForce GT 650M thingie
dxdiag shows intel’s GPU for some reason, but everything else says I’m using the GT 650M so it’s hopefully not that.

gud call, going to check the temperature – and it seems virus free, scanned it with two programs and only got the usual few cookies
As it was already mentioned, check your GPU for temps. Use an app like speedfan or similar to check temps. Also, make sure your games are set to utilize your GT650M and not your Intel HD4000 graphics card. So check your NVIDIA driver’s power settings, and also your laptops power settings and make sure they are set to “High Performance” when your power is plugged in. Also make sure the power cord/AC adapter is working properly. If the laptop is running on battery, the graphics card can’t perform.
If you have not already done so, get the newest GFX driver for your system: http://www.nvidia.co.uk/download/driverResults.aspx/73882/en-uk – There was a lot of driver issues with switchable graphics in the past (2-3 years ago)
Keep an eye on your CPU temp as well. If we’re talking Source engine, GPU probably won’t be that heavily loaded.. http://www.alcpu.com/CoreTemp/

cheers – already did some of it. Pretty sure games utilise the nvidia GPU as the ‘nvidia GPU activity’ thing in the toolbar shows usage from any game I run. I’ll reinstall the drivers again, and also going to check the temps in game

edit:
ran cs:go for a while and after 10~ minutes of playing with bots it dropped to 15-25 fps as before.
temps showed 94 max for CPU, 89 for GPU (’tis a laptop)

That’s way too hot even if it isn’t causing the drops. Use cpu-z and gpu-z logging feature to see clock rates of gpu and cpu to see if its temps that cause throttling.
P. S. You are on laptop so get used to fps_max feature

@.@ No idea if this is what you meant as I’m retarded with computers and mostly in general, but GPU-Z says GPU clock 835 MHz, memory 900 MHz, Boost 950 MHz and the same stats for Default Clock

When an intel CPU overheats, it will throttle down in speed, so it generates less heat to avoid a system crash. Unfortunately, this also means it will not perform a 100%. Same thing with your GPU.
Clean your fans/heatsink and apply new thermalpaste. If you still have warranty on it, you can call your laptop manufacturer and they will do it for you.
Btw, can you do a perfmon /report in your start menu search bar let it run for 60 seconds, then go to File -> Save to desktop -> Upload to a dropbox or something like that, then link it in here. Just wanna see how your system looks apart from the temps. Run it while your system is idle :)
the clock rates should stay stable-ish when you play a game (some changes might happen depending on load) When fps drop occurs you might see the gpu or cpu freq drop by notable amount for a second (and might not even come back), aswell as temp dropping few degrees at the same time. If that happens it means the component is overheating and protecting itself by dropping freq.

what is the gray for perf cap? if you hover over it it will show, also if you had log enabled it will be in log file

it says util for two grey blocks, and thermal for 1 purple block

it almost feels like besides the heating issue, the intel 4k thing is still being used over the nvidia card, even though it shows otherwise (except for dxdiag which shows intel, so i’m hella confused)

thermal means it is overheating, limit fps, clean dust and nothing more u can do…
util might mean that usage is so low it is lowering the cloak but thats not an issue in ur case
and i doubt you are not using dedicated graphics card if its overheating
