having massive lags in the first 15 minutes i join the game

so, only in the first 15 minutes ish i’m in tf2 i have about 600-300 ping spikes that last longer than the clear gameplay. after that it goes to normal, and after about 30-40 minutes it lags again for a while. what do i do?
