TF2 textures and models are flickering

For those of you that have been tuning in to the vanillatv stream the past two or so weeks while i’ve been streaming should have noticed this, but for some reason it seems as if my TF2 is flickering. You can see it here http://www.twitch.tv/vanillatv/b/334121421 at about 16 minutes.
does anyone have an idea of whats causing it and if so, how i can fix it?
Have you tried updating graphic card drivers? Does it happen with other modes of Dxlevel?
