Windowed fullscreen mode?

By that I mean setting a lower-than-monitor resolution windowed noborder mode to be stretched to the screen resolution, just like fullscreen mode with lower resolution works? Possible?

Changing the windows resolution to the tf2 one maybe?
Haven’t tried it but it makes sense in theory.
