How to change STV port?

I have “tv_port 44444” set in server.cfg , and when I type “tv_port” in console it says it is 44444. But “status” says its 27020, and indeed only when I connect to ip:27020, I get into STV.
I looked at the SRCDS parameters/options that can be set and I don’t see any STV related stuff? https://developer.valvesoftware.com/wiki/Command_Line_Options#Source_Dedicated_Server

44444 is probably not open/available.

tried several others including 27015.
adding +tv_port on the srcds run command fixed the problem.
