How to open ports?

I need to open a port.
I added both TCP/UDP on every place where you have something like that on my router. (Port Forwarding, NAT Virtual Machine, NAT Special Applications)
As well as adding a “rule” in the windows 7 firewall to open all TCP and UDP ports.
Router is Edimax BR-6524N.
