how can I host a local server?

Well I wanna host a local server with a random map. Like a map for jumps or airshots stuff like that; training maps. But all you can play offline is a couple of maps given by valve. Is there some kind of a command for console to host like a LAN game?

I think works or there is an icon you can click somewhere that lets you choose the map from a list, ‘create server’ I think it’s called.
Open the console by pressing the ` key (known as tilde) and type
map tr_walkway_rc
where tr_walkway_rc is the name of the map you want to play.
there’s probably some ipad app for that..
