Error "Connect on replay.dll failed!" on starting TF2

At the game start there is an error “Connect on replay.dll failed!” and TF2 crashes. I redownloaded TF2, but the error wasn’t gone. My friend has given me the working files: “bin/replay.dll” and folder “tf/replay”, but has changed nothing.
Thanks for help.
Update: i downloaded TF2 to my notebook. There is same problem
“Verify integrity of game cache”, “Defragment cache files”, -autoconfig in launch options done, but error is still there. I use standart config and hud
