Friend having weird lag spikes

he has been having these random lag spikes ever since he started playing again. Has tried defragging the game and reinstalling aswell. Neither worked.
any help would be appreciated.
is he using wlan?
router problems?
provider problems?
background programs like anti-vir or something?
make a screenshot with net_graph 4 enabled otherwise noone can tell what could cause this problem
i for example know why my game is lagging and dying every 15 mins atm. wlan + shit router + shit provider = no fun at tf2

Mine was down to a wireless problem, I have loads of emails with steam support that I will paste here tomorrow, it might fix ur friends problem.

little bit more info would be nice, OS? wirelss or not? his settings? etc…
for the people with wlan probs, do a firmware update for your wlan adapter and try to disable the “win zero cfg” and use the software from the adapter to connect…
“wlan optimizer” could also help just give it a try.

when im going to play with offline bots in tf2 its give me the same lag spike?
how can that happend if im not on the internet :S
im so confused and im only getting lag spike in tf2 not in css or dod:s ?
