Stutter Issue (In TF2), choke?

So I’ve been having these really weird lags in TF2 for quite some time, but I didnt really notice them untill now when I switched to a laptop which (is worse) and back to mine agian.

Someone told me to look up the net_graph within TF2 and I noticed I get “choke” varying from 0-24 on gullywash in a 6vs6 warmup. They also told me that it was bad.

Umm, what could be causing this and how do i prevent it? I want to play with a smooth game again. :(

I play on a 27″ LCD screen with 1900×1200 res now with Chris’s Max FPS config (I had no config before and the stutter was no different) on Windows Vista (which I know is crap, you dont have to point that out).

I switched from vista to windows 7 because of the bad performance the OS gave me. The stutter issue can be the result of several things, but since I run windows 7 I have no problems at all anymore. I feel it has something the do with Vista messing with the UDP/TCP packages in some way. They introduced TCP autotuning for instance and other networking features, but somehow i get the feeling they never got it right in Vista. Windows xp/ Windows 7 both run as smooth as a fresh shaved baby.
