How to get STV to work?

Alright been looking around but no luck in getting it to work for myself. So can someone please tell what the commands are and where to put them (i.e which folder/cfg) to get stv working on my server. please?

Would like the port to be :27025

Remember that you need to restart the map for the stv to become active.

some providers disable stv, maybe its the case with u?
