When I go to buy a game, once I have added it to my cart I unable to go past that stage. If I click purchase for myself, or continue shopping, or basically anything that navigates away from the cart, I get linked back to the main steam page.

So far I have: tired doing it off the website in a browser, deleted everything in the steam folder expect Steam.exe and SteamApps. Any ideas?

I presume it is on my account/computer or something, browser still ain’t working :(
