Ok, the situation is as described in the topic however there are additional important factors to note:
1. This problem has been occurring since I returned from LAN.
2. The last time I launched TF2 at LAN, I set it to run in a window (i normally use fullscreen) and since this point it hasn’t successfully launched full screen – I did not attempt to fullscreen launch after this point at LAN, so whether the travel OR the settings changed have caused the problem are a mystery to me.
3. It still launches fine in a window (note: This is not satisfactory as I use a stretched resolution – playing in a window now is like playing a brand new game and I’d sooner quit than adjust tbh).
My desired resolution is 1024 x 768 (no idea if this effects things).
Monitor is – ViewSonic VX2268
GPU is – ATI Radeon HD 5700
Update:
Launching in fullscreen 1680 x 1050 (my native) works, so it seems to be a problem with 1024 x 768 fullscreen rather than fullscreen itself.

Sounds like your graphics settings are out of range for your monitor. Can you paste in your launch options? Are you running at 120hz?
Hang on – you said you set it to launch in a window at lan, was this at 1024×768? If so, were you playing in a small box on your screen?

It’s currently running at 60hz (and was prior to this problem occuring)
When I set it to run in a window at lan it was just to watch a demo, but yea it was in same res.

Without knowing more, you can try this assuming you use ATI Catalyst drivers.
1) Before launching TF2, set your resolution to 1024×768 through your drivers, and make sure it’s 60hz.
2) Your desktop should now be 1024×768. Add -freq 60 -full -w 1024 -h 768 to your TF2 launch options.
3) Open TF2.

All of that is currently the case (which is weird – why is 1024 x 768 the resolution in ati tools? I really wish I knew shit about PCs)

That sounds really weird. So basically your drivers have the resolution set to 1024×768, but you can only launch TF2 at 1680×1050.
Can you set it to your native resolution in ATI tools? Or is 1024×768 the maximum?

Try launching it with native resolution set in ATI tools, but TF2 set at 1024×768 and see what happens (not sure if you’ve tried this already, can’t tell, sounds like you’re trying 1024 in drivers and 1024 in-game)

Hmm.. launching TF2 at 1680×1050 when drivers are set at 1024×768 shouldn’t be possible.
When your drivers are set at 1024×768, do you get the option to set your resolution higher when right clicking desktop > Properties > Settings?
If you do, it sounds like your drivers are fucked. Have you tried re-installing them?

Since reinstalling my drivers earlier today the drivers have had res set at 1024×678 (no idea about before) whilst display properties has had it at native (it’s been running at native the whole time in accordance with display properties).
But yea like I said, reinstalling was the 1st thing I tried.
That’s fucking weird and shouldn’t be possible…
Last suggestion from me before I give up, does your monitor have an option to switch between aspect and stretched mode? Try changing this.
Guess you just have to fiddle around with the menu on your monitor. Options should be “Stretch to full screen” or “Maintain aspect ratio” or something like that. If not, you can try finding it on drivers as well.
