Headset problem

So i posted this a while ago but didn`t get a fix so I`ll try again.

I have Panasonic headset and I just replaced half of my computer (Motherboard, CPU, GPU, Ram ).
I thought *Updating* my PC should help but looks like the problem wasn`t hardware but software.
I also tried plugging in other mics (that worked on other PCs) but i still got nothing

So, when i try to test it just starts to sound like an old russian TV no matter if i speak or am quiet. Starts with silence and then slowly (1-2 secs) gets loud and just keeps buzzing.
