Fps Drops

I already posted a thread like this but none of the answers helped me so now i made a demo:

As you can see 80 % of the time my fps is 12- and the other 20 % is stable 67.
So considering that i can get 67 fps i think the problem is not in my hardware (upgrading it soon anyways) but something else.
I run Windows Xp 32 bit
1 gb ddr II ram
Radeon X 1600/1650 512 mb
Pentium D 3 ghz

yes, yes it is.
as i said I`m upgrading in a week or so but i still can`t figure out why it drops so low and in the other moment its back high?
Btw is it worth buying upgrades for my old mother board (ddr 2 ram, core 2 duo)
E7600, radeon 5650, 4 gb ram
or should i buy a new motherboard and build on that?
if the old one: How long could i still have stable fps with those specs?
I’m getting the exact same problem, but my specs are:
Intel Core2 Duo E6550 @ 2.33GHz
3GB ddr2 ram
nVidia GeForce 8600 GT
since you can easily get a board to build an i3 or i5 system on for less than £50 i would go for a new board

The load on your cpu depends highly on events in game. I could get 200 fps with my old computer on an empty server, but it would drop to 40-30 in intense situations. What’s interesting is that I switched everything except the graphics card (5 yrs old nv6800gt) for some time and got the game up to 120 stabil fps. It’s at 200 with the new graphics card, but was still highly playable after the first changes.
