HELP:Another lag spikes.

Everything was perfect till 1 week ago, when suddenly I started to freeze or warp back or forward. I was trying to fix this, but nothing helped, I contacted the i-net guy, he told that with my internet everything is ok. Ok, then it must be the windows. I called the pc repair guy, he took my pc for 1-2 days and reinstalled whole windows, but nothing have changed, I’m still having the same lag spikes.
Help, please.
