fps drops on this config ?

i’m using chris fps config(i also used m0re’s it’s similar)
i have intel dual core e2160 1.8 ghz
2 gigs of ram
ati radeon 4670 with latest drivers of course
and i still get nasty drops especially on new maps like freight and obscure
i know the system requirements have become totally fake with the lame valve updates but come on i should play without fps config on my machine but still it sucks with config
any ideas ?
quad core (old c2q) @ 3,4ghz is ok for 100fps on windows 7 + mumble
got less than 100fps on mid only in obscure
~3ghz (c2d) on windows xp should be fine-ish, but anything less will suffer
