Could not connect to Steam networks...

I changed win xp to win7 2 days ago and after that i can’t launch steam. What i did: deleted .blob files, reinstalled. Help pls.
Does win7 come with firewall? If so, are you using it? If so, is it allowing steam’s ports?
firewall is off but i found an interesting thing here. i need to add steam to list of allowed programs. how to do it? (yea me noob)
upd: it allowed.

If your firewall is already off, allowing programs isn’t going to make any difference.
Also, no idea.
