Random steam issue.

I doubt anyone will be able to help, as it’s probably just that my isp sucks enormous nutsacks. Basically the issue I’m having is that I’m getting some weird form of lag with anything steam related. Be it signing in, syncing game files, playing on a server, downloading a game, whatever. The confusing aspect is that it is seemingly occuring at completley random intervals as far as I can tell. For instance it started at 9pm today having functioned all evening perfectly, other nights it will be fine all night and others it’s fucked all night. My ping stays fine, but on net graph my in jumps up and down from normal to 1000+ in very quick succession. This causes mumble etc to lag out like fuck, but again my ping stays perfectly normal.
Assuming it’s my ISP being total shitwanks (kingston connections – some dodgy adsl piece of crap that is basically the only thing available in hull), if I were to ring them what information can I give them other than some random piece of software that the person on the phone as no knowledge of is shitting up my internet? I’m not tech-savy in the slighest so really couldn’t explain the issue to them in any more depth than I have done here, but to non-steam users I’m assuming it’s basically useless.
Note: Doing speedtests etc during this period whilst steam is not doing any of the above shows a completley normal (allbeit sub-par, but still capable) connection.
Oh also, this isn’t somethign that has just popped up out of nowhere. It’s been apparent ever since I moved in a few weeks ago.

Gotta just be a shitters connection right? You’re gonna have to deal with customer support I’m afraid :(
