Can win7 increase ping?

I tried installing win7 32bit a while back, but it caused me these strange fps drops every 3-4 seconds.
Now that they upgraded the system that it can use more of the multi-cpu powaaah, i tried to install win7 again. This time I tried installing the 64bit version, cus I didnt actually know that I had a 64bit cpu (lol). It was a miracle, no fps drops, but my ping is slightly higher (+~25) and it tends to jump up to 105 every 3-4mins or so. Any way I could solve this?
What PC and internet speed do you have?
i’ll tell you how to fix it for the new pyro mele weapon
or alternatively learn to use google
i suggest google something along the lines of windows 7 high ping source

* Go to: HKEY_LOCAL_MACHINESOFTWAREMicrosoftWindows NTCurrentVersionMultimediaSystemProfile
* There will be an entry for network performance throttling, default value is 10; set it to FFFFFFFF hex (willl look like 0xFFFFFFFF to the right of the entry)
* Reboot
