TF2 freezing

Yo, I’m on my new laptop and I’ve tried to play TF2 on it. I have no problem fps-wise as it’s stable on 160 or so on a public with 24 players.
To the problem though; I am experiencing freezes or lag spikes , e.g. TF2 completely stops for three seconds and I can’t do anything about it. It’s just TF2, I don’t experience the same issue with Mumble, not even during the freezes. It occurs very random, it can happen two times per minute but not happen again for five minutes or so. I am using Chris’s highframes-config.
Setup: Windows 7, 64 bit
Intel i5 M450 @ 2.40 GHz
ATI Mobility Radeon HD 5650
4 GB RAM Memory
While it’s not a problem that’s urgent to fix I thought it might be good to know what’s wrong for future LAN:s, ehm.

a) chipset failure (for new laptops)
b) overheating… try fps_max 61 or so

Do you maybe see very small white dots
Did you fix your problem? Got the same thing on Windows 7 but with almost any game. Every 40-50 seconds the game freezes for ~2-3 seconds and I hear a sound loop. Even in HL1!
I ran TF2 with -nosound and it worked but that is no real solution, of course…
