A cry for help! Server technical problem

I really hope this is okay to post here. Having problems finding places to ask questions, and steam forums are taking forever to allow me to post.
Okay so here is the problem, I volunteered to help a friend with a server I play on alot, with new custom maps and such. I got the custom maps to work on the server but, of course the download time was atrocious for some of them. So I did some research and found out about the sv_downloadurl thing, and I got a web hosting, set it up so it mirrors the files on the server. tried to make sure everything matched. I am also attempting to use bzp2 to help as well. but that is not the main problem.
the main problem is this, once I plugged in my url into the server file, sv_downloadurl, and restarted the server…it stopped working. TCadmin says its running, but its not responding and it cant be found in game.

On top of that I reverted the url, and also the max download size which I had increased to allow for the downloads, and had worked fine, to their defaults…and nothing still…so I put them back to what I want them to be in the end.
Does anyone have any idea whats causing this problem? I greatly appreciate any input, and if I did something dumb please call me on it lol. Also on the mirroring, I basically just copied the file structure from root on out, thus the ip of the server. halp
